Understanding FM Approval for Composite Panelling Systems

FM Approval has become one of the most recognised benchmarks for product safety and performance in industrial environments, not just in the UK, but globally. It gives manufacturers, insurers and specifiers a dependable means of confirming how materials will perform under fire, stress and sustained use.

UK industrial facilities face no shortage of compliance pressures. FM Approval cuts through the complexity, giving confidence that both the building’s components and the equipment inside meet globally respected performance standards.

What is FM Approval?

Behind FM Approval sits FM Global, a global insurance organisation with a very practical motivation. Because FM Global insures some of the very sites these materials protect, its approval isn’t just a technical assessment. It’s backed by its own financial commitment to getting the answer right.

Unlike a general safety mark, FM Approval doesn’t simply confirm a product is legal to sell. It confirms that the product has been physically tested under controlled and repeatable conditions and found to meet a defined standard for fire propagation, structural stability, and long-term physical durability.

Attaining approval usually involves both FM Approvals Ltd testing composite panels at their site and sending an auditor to the manufacturer’s facility to ensure quality control.

Part of FM Global, FM Approvals Ltd is recognised under the UK’s Construction Products Regulation. It holds approved body status for the Great Britain market and notified body status for Northern Ireland, backed by UKAS accreditation of its testing competence.

After approval is given, periodical site audits occur to verify that the manufacturing process used to produce the approved panels is maintained.

Panel Types, Core Materials and FM Testing Requirements

FM Approval isn’t a single, uniform requirement applied identically across a building. The different construction systems used for cold storage construction, cleanroom envelopes and fire-rated partitioning each interact with the FM standards differently, largely driven by core material and application.

PIR panel systems solve the thermal challenge in temperature-controlled environments effectively. Fire propagation testing addresses the real question: can fire travel through the panel core once established, not just across the surface?

To measure fire propagation, FM Approvals Ltd relies on physical testing. The corner fire test was traditionally the standard, but the parallel panel test has become the more common choice.

The parallel panel test works by placing two panels facing each other with a fire source between them and measuring heat release rate.

The relevant FM standard, FM 4880, requires the combustibility of the panel’s core to be identified as combustible or non-combustible, so it can be listed accurately in the panel’s published FM Approval listing. Because mineral fibre panels have a non-combustible core, they go through a less rigorous testing process.

The risk profile for cleanroom panels differs from standard cold storage panels, which is why they’re held to a higher bar, FM 4882. This standard also tests for smoke generation. FM testing recognises that smoke and airborne contamination can undo a validated cleanroom environment as thoroughly as flames can, and therefore tests for it directly.

How FM Approval Benefits Industrial Facilities

FM Approval takes an insurance-led view of panel performance, not a health and safety one. That means it won’t satisfy an HSE auditor or UK Building Regulations directly, but its value lies elsewhere, and it’s considerable.

The FM Approval mark reflects the insurer’s own performance standard, a complement to your regulatory obligations, not a substitute for them. Where Building Regulations exist to meet legal requirements, FM Approval exists to satisfy the insurer and other bodies with commercial interest.

For underwriters, FM Approval in construction materials signals reduced risk. That’s why FM Approved panels can materially affect insurance cost and, increasingly, whether cover is available at all.

FM Approval can also ease the concerns of other commercial partners. Industrial facility landlords can use FM Approved construction materials as a marketing point for prospective tenants.
